One who serves either in a personal or a religious sense: as did Mark to Paul (Acts 13: 5) or priests at the altar of the Temple (Ezek. 45: 4). In so far as the State was an ordinance of God, its administrators could be his ministers, or servants (Rom. 13: 4). Paul himself was a minister when he established the collection for the poor Christians in Jerusalem (Rom. 15: 25). The model for NT ministers was Jesus himself (Mark 10: 45).
